Johns Hopkins University HR Manager in Washington, District Of Columbia

Reporting to the SAIS Human Resources Director (HRD), we are seeking a HR Manager who will be a member of the SAIS HR leadership team who is seen as the HR business systems and process subject matter expert and partner to divisional and departmental leaders and administrators bringing efficiencies and best practices across all departments in SAIS. The incumbent collaborates with the HRD to guide SAIS department leaders and administrative staff to establish and execute on divisional best practices within JHU HR guidelines. Leveraging advanced professional Human Resources strategies, the HR Manager will support our customers in several major areas including position management, recruitment and selection, compensation, training and performance management.

The HR Manager is also responsible for leading the daily activities of an HR Generalist and Coordinator supporting full-time, part-time, casual, limited staff, faculty and students. The team is responsible for a wide range of human resources duties and support of SAIS departments including: recruitment and employment, job posting support and approvals through the Organizational Management Tool (OMT); partnering with SAIS Finance for headcount position management (tracking and reconciliation); ownership of the Annual Merit Increase (AMI) process; onboarding and offboarding, including unemployment claim administration; JHU required training and education; leave management (including FML, Occupational Health Return to Work, OIE/ADA accommodations); benefits interpretation, personnel records management, HR policy interpretation, as well as, HR reporting, analysis and communication to HR and Divisional leadership through SAP and SuccessFactors.

Specific Duties & Responsibilities

Process Improvement/Service Delivery/Project Management

  • Actively engage with internal and external stakeholders to develop and effectively design, implement, communicate, manage and enhance HR programs and initiatives.

  • Oversee key operational processes and workflows across the employee lifecycle; to include onboarding/offboarding, employee changes/transfers, data management, and compliance.

  • Monitor the quality of services delivered both in traditional measures such as timeliness, accuracy, efficiency and responsiveness, as well as metrics that determine service impact and organizational value. Take prompt, corrective action in any case of dissatisfaction or issues with delivery while ensuring a focus on best practices.

  • Works with SAIS departmental and administrative leaders to develop consistent and standardized processes and protocols to improve HR services, consistent throughout SAIS.

  • Collaborates with various groups on campus, including HR Shared Services, SAIS Finance Office, Central HR, and departmental leadership and admin management to understand policies and procedures and troubleshoot issues.

  • Facilitates and provides resolution of complex issues as presented by team members or departmental leaders.

  • Collaborate with the finance team and HR associates to improve, maintain, and troubleshoot cross functional processes.

  • Automate and optimize key operational workflows across the employee lifecycle changes with a focus on compliance and data integrity.

  • Contribute to governance process, road-mapping exercises, and cross-functional resource planning.

  • Develop and deliver projects as part of change management initiatives with guidance from the Director of Human Resources (SAIS).

  • Identify process improvements and determine any opportunities to transition (e.g. BPO) or automate work to enable efficiencies.

  • Supports the development and management of the SAIS onboarding process and orientation of new staff hires, provide resources and support for new faculty/staff onboarding. In partnership with the HR Director, assists with the management of the SAIS talent acquisition processes by consulting with and supporting HR Generalists/Coordinators, hiring managers, and central recruiting experts to ensure the team is aware of and is responsive to specific needs/requirements of SAIS while still being consistent with university-wide practice. Collaborate with the central talent management & acquisitions team to streamline processes and practices around recruiting.

  • Works with the SAIS HR team to effectively resolve a wide range of workplace issues, effectively assess the situation and recommend appropriate resolution according to policies and practices.

  • Serve on various university human resources committees and task forces as requested and recommend new policies and modifications to current human resources policies, procedures and programs.

  • Manages and/or supports projects focused on one or more areas of HR and may involve improvements to existing program or processes or developing new initiatives.

Compensation

  • In partnership with the HR Director, manage the compensation process for SAIS in collaboration with Central HR and SAIS Finance.

  • Oversees pay SAIS pay practices and policies to include the preparation, approval, and correction process for all Internal Service Requests (ISR) for staff, faculty, students, in accordance with JHU policies and procedures.

  • Leads the school’s efforts to develop, streamline and align pay practices for faculty, students, and staff. Reviews and resolves payroll issues.

  • Works with SAIS HR, HRSS/ Payroll, Global Compensation, Tax office, and on compensation problems and resolutions (short-term and long-term) for staff and faculty based in the US and abroad.

  • Oversees the administration of the payroll function for SAIS; ensures assigned staff provides periodic reports on payroll processes, coordinates with administrative staff in Bologna, Italy, monitors volume of transactions and coordinates with staff to balance workload.

  • In conjunction with the Dean’s Office, Faculty Affairs and Academic Affairs, oversees the development, issuance, tracking and processing of faculty appointment letters.

  • Leads efforts to ensure fair and competitive compensation practices within the school by partnering with SAIS HR team, department leaders and University Compensation to conduct equity analysis, monitoring internal and external competitiveness of salaries and assessing position classification issues. Notifies HR Director of issues and works collaboratively to resolve issues.

HRIS/Data Integrity/Analytics/Compliance

  • Ensure that human resources practices are compliant with federal, state and local laws and regulations.

  • Continually look for opportunities to optimize systems and streamline core HR workflows (onboarding and offboarding, HRIS administration, etc.)

  • Responsible for ownership and accuracy of divisional and departmental organizational charts

  • Responsible for managing and reporting budgeted position numbers to DBO and other SAIS Finance leadership.

  • Analyzes monthly HR reports such as temp. inactive, overpayment, and works with departmental leadership to resolve discrepancies.

  • Lead HRIS audit projects and process for correcting data. Develops project plans to address issues with timelines for correction and provides relevant project progress reports.

  • Adopts university-wide human capital analytics practices and customize to review and share with HR Director to enhance decision making Manages and/or supports projects focused on one or more areas of HR and may involve improvements to existing program or processes or developing new initiatives. Supports university diversity and inclusion efforts to support and enhance the school’s environment that values, welcomes, and respects all faculty, staff and students and their differences. Provides an approachable environment for discussion and resolution of HR issues. Generates and analyzes various HR reports to track turnover, engagement, review salary equity, etc.

  • Maintains an active up-to-date knowledge of JHU payroll practices and SAP procedures and educate others on payroll responsibilities.

Leadership/Supervision

  • Leads the daily activities of an HR Generalist and Coordinator supporting full-time, part-time, casual, limited staff, faculty and students.

  • Primary liaison with SAIS department leaders and admin supervisors/coordinators to provide support and develop and lead necessary training where needed to ensure highest levels of execution at the department level for HR related administrative and transaction work.

  • Partners with SAIS HR Leadership to develop department and team goals, and identify training needs to ensure effective and efficient services from SAIS HR to all departments within the division.

Special Knowledge, Skills, & Abilities

  • Knowledge of business and management principles involved in tactical planning, resource allocation and coordination of people and resources.

  • Knowledge of accounting and budgeting theory and practices required, including experience with payroll systems and ability to apply administrative HR procedures and practice.

  • Ability to make independent judgments and to act on decisions on a daily basis.

  • Ability to prioritize the team’s workflow as needed.

  • Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines.

  • Very strong organizational skills, analytical and problem-solving abilities and attention to detail.

  • Fine-tuned customer service skills and proven ability to deliver highest levels of customer satisfaction.

  • Ability to effectively interact with all levels of University staff including USS and Central HR Leadership

  • Working knowledge of federal, state and local laws and regulations in human resources as well as Johns Hopkins-specific HR policies; working knowledge of emerging trends and practices in human resources.

  • Ability to work collaboratively with others both within and outside human resources. Organized and results oriented.

  • Knowledge of principles for effective personnel recruitment, selection, training, compensation and benefits, and personnel information systems.

  • Knowledge of human resource laws, employment laws, payroll tax issues and compensation.

  • Ability to work in complex, fast paced environment with multiple tasks, short deadlines, and pressure.

Minimum Qualifications

  • Bachelor's Degree in Human Resources, Business Administration, or other related field.

  • Five years progressively responsible human resources management experience including employee relations experience, preferably in a university setting.

  • Expert knowledge of SAP HR people processing and payroll functions.

Preferred Qualifications

  • Experience working in an academic setting; preferably within Johns Hopkins University.

  • Lean Six Sigma Green or Black Belt Certification.

Starting Salary Range: Min $72,600 - Max $127,000 Annually ($115,000 targeted; Commensurate with experience)
