Johns Hopkins University Talent Acquisition is seeking a Diversity Recruiting Program Manager (DRPM) to drive the execution of the Hopkins Local Hire initiative and lead the diversity recruiting strategy. This individual will serve as the internal diversity recruitment lead across the university supporting recruiters, hiring managers and leadership to overcome barriers in selecting qualified Hopkins Local candidates. The DRPM will function as a liaison between JHU recruiters, HR business partners, hiring officials and external partner organizations to streamline the employment process for underrepresented minorities and justice-involved individuals living in economically challenged areas of Baltimore city. This individual will also focus on pipelining and the hiring of historically underrepresented and underserved minorities and justice-involved individuals for Johns Hopkins University in order to create and maintain a diverse talent pool of candidates that will meet the university's hiring needs. The DRPM will also serve as the recruitment lead across the university to support the external efforts of partner organizations and other Community and Faith based workforce development organizations. y. The DRPM will apply prior program management and diversity recruiting expertise to achieve business hiring goals.

Working under the direction of the Executive Director of Talent Acquisition and in collaboration with stakeholders from Johns Hopkins Economic Development and Johns Hopkins Health System, the DRPM is responsible for managing the daily operations of the recruitment practices for Hopkins Local and other diversity recruitment initiatives. The role will assist in developing, implementing, and maintaining processes and guidelines to ensure effective and efficient recruitment and selection activities for Hopkins Local positions within the university. This position will serve as an internal consultant to hiring officials, HR managers, supervisors, staff and outside applicants regarding Hopkins Local recruitment and other diversity recruiting initiatives.

Specific Duties & Responsibilities

  • Manages the Hopkins Local Hire & Diversity Recruiting Processes for the Talent Acquisition Team

  • Partners with Senior Economic Inclusion PM in the Office of Economic Development to ensure that recruitment activities align with the Hopkins Local Hire strategic plan through the development and implementation of hire objectives, goals and deliverables.

  • Leads the Hopkins Local Hire Think Tank meetings and actively participates in regularly scheduled Hopkins Local Hire project meetings to tailor solutions for program growth and improvement purposes.

  • Delivers Hopkins Local Hire and diversity recruitment updates to the Talent Acquisition team during bi-weekly TA team meetings.

  • Provides consulting services to internal stakeholders and external partners regarding effective and efficient diversity recruitment processes to achieve desired results, and to address challenges and issues. Consults with candidates and applicants on a variety of employment - related topics and issues.

  • Closely collaborates with external entities to influence and convey institutional needs and create a career ready talent pipeline by assisting in the process of screening candidates to assess qualifications, referring qualified candidates to hiring managers, scheduling and conducting employment interviews, assisting hiring managers with candidate selection decisions and ensuring a smooth on-boarding process.

  • Works with the analytics team to focus on building out a strong data driven approach to measuring success.

  • Identifies opportunities to improve the hiring process to better support hiring of diverse candidates as part of the Hopkins Local Hire initiative.

  • Partner with JHU's Talent Acquisition Team to Ensure Successful Outcomes for Hopkins Local Hire & Diversity Recruitment.

  • Monitors the internal referring of candidates within SuccessFactors Recruiting by gathering and tracking relevant statistics related to the development of a successful candidate pipeline for Hopkins Local Hire positions. Follows up with recruiters to ensure that Hopkins Local candidates are being shared properly and consistently.

  • Attends TA team huddles to provide updates, answer questions, offer guidance and collaboratively develop strategies to overcome challenges.

  • Identifies and maintains formal and informal sourcing pipelines to provide suitable candidates to the organization. Sourcing activities include partnering with historically black colleges and universities/minority serving institutions, partnering with community and faith-based organizations, meeting with government and staffing agencies, and using web-based sourcing tools, etc.

  • Oversee all Career and Community Events for the university's talent acquisition team.

  • Monitors the internal referring of candidates within SuccessFactors Recruiting by gathering and tracking relevant statistics related to the development of a successful candidate pipeline for Hopkins Local Hire positions.

  • Provides consultation to recruiters regarding candidates' readiness for positions.

Serve as the Brand Ambassador for Hopkins Local Hire & Diversity Recruitment Initiatives at JHU

  • Participates on a variety of JHU advisory committees, strategic work groups, project teams, etc., serving as a key representative for the Hopkins Local Hire recruitment function.

  • Creates opportunities for targeted advertising to drive traffic to career site and develop marketing campaigns to support JHU being an employer of choice.

  • Develops content for recurring correspondence and communications materials for Talent Acquisition team, internal stakeholders and external partners (i.e., develops template text for use by the talent acquisition staff).

  • Prepares internal executive briefings and talking points for events/presentations to senior leaders.

Minimum Qualifications

  • Bachelor's Degree in Human Resources, Business Administration, Psychology or other related field. Degree in specialty area of recruiting may also be considered (Nursing, IT, etc.)

  • Three years of progressively responsible HR/ recruiting experience, with some experience in employment practice and policy development, administration and application required.

  • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

  • Five (5) years of progressively responsible Talent Acquisition and program management experience.

  • Prior experience working high volume career events required.

  • Experience partnering with community and faith-based programs, community organizing, workforce and career development is strongly preferred.

Special Knowledge, Skills & Abilities

  • Working knowledge of 'best practices' in the diversity recruitment/employment discipline.

  • Builds a trusted advisor relationship with various stakeholders and coaching them on effective diversity recruitment strategies.

  • Understands the principles of service excellence and quality customer service, and the ability to apply them in a complex work environment.

  • Possesses strong project management, consulting, organizational and negotiation skills, along with oral and written communication and presentation skills.

  • Knowledgeable of applicable federal, state and local employment laws and regulations.

  • Must have a high level of analytical and critical thinking skills, including the ability to generate organized reports.

  • Ability to influence internal stakeholders and work in a multi-layered decentralized organization.

  • Works independently and collaboratively, to assess situations and respond appropriately.

  • Adapts to change and demonstrates flexibility.

  • Interacts effectively with all levels of leadership and staff, as well as with a challenging candidate population that may require additional guidance and coaching regarding the employment process.

  • Highly proficient with Microsoft Word, Excel, PowerPoint and web-based applications and must be experienced with on-line recruitment and applicant tracking systems and other reporting tools and developing them into actionable reports.
